The agreement was adopted on 12 December 2015 at the United Nations Climate Change Conference in Paris. As of April 2016, 175 states, including the United States, China and Germany, have signed the convention. In early September 2016, the United States adopted the treaty and the People`s Republic of China ratified it on the eve of the G20 summit in China. This involved 60 states responsible for about 48% of emissions. However, since all the measures developed at the time were neither quantified nor binding, the 1997 Kyoto Protocol (Kyoto Protocol, KP) made quantified greenhouse gas emission reduction targets mandatory for industrialized countries. The Paris Agreement will enter into force as soon as it has been signed by at least 55 states responsible for at least 55% of global emissions. The mitigation statements presented so far are not yet sufficient to keep the global warming target well below 2 degrees. However, in the Paris Agreement, states commit at the same time to take a path that will subsequently allow for greater efforts to protect the global climate. And how serious are the 197 states (including the EU) that have signed the agreement? On June 1, 2017, U.S. President Donald Trump announced that the United States would resign from the Paris Agreement.
