Vox explains why scientists are more confident than ever that climate change is causing disasters. The American people believe in climate change, and they are determined to fix it. Article 3(1) of the Convention states that parties should act to protect the climate on the basis of “common but differentiated responsibilities and capabilities” and that parties to industrialised countries should “take the lead” in the fight against climate change. In accordance with Article 4, all Parties undertake to address climate change, for example by adapting to the potential effects of climate change.  Article 4(7) provides: (c) to reconcile financial flows with a path towards low greenhouse gas emissions and climate-resilient developments.
